Yes, just the same as if you call a cell phone from a regular land line phone. The $10 is for usage of skype’s network, just like the cell phone charges are for usage of the cell network. The two don’t exchange fees, just like calling from a AT&T to Verizon cell phone, both ends pay.

Now if I’m not mistaken, it will just charge them minutes used they would use when talking to anyone else.
