Well I’m in UK and it only costs me 20p ($0.33) to send an ordinary SMS to Kenya (or any other country) from my cell phone.
I would think anybody can afford that
Most cell phone service providers (i.e. Verizon, Sprint) have tools on their websites for sending SMS text messages.
You go to the provider website and look for this feature. Usually you will get a page with a textbox to put your message in and a textbox to put the person’s cell number in that you want to text.
And since you do this online via the providers website it should be free.
